# Catalonia probes officials over PISA exclusion

31 August 2026 at 18:29

> The Generalitat has launched disciplinary action against three officials after errors led to Catalonia's exclusion from PISA 2025 tests.

The Generalitat has initiated disciplinary proceedings against two civil servants and one high-ranking official following Catalonia's exclusion from the 2025 **PISA** international comparison. The move follows an investigation into the execution of the tests.

Errors occurred during the early 2025 testing period when 23% of students were excluded from the sample, far exceeding the 5% OECD limit. Despite warnings from the firm 2 E Estudios y Evaluaciones, a technical official failed to inform their superiors.

Education Consellera **Esther Niubó** has dismissed Secretary General Teresa Sambola over the failings. The crisis follows the October 2025 departures of curriculum director Mercè Andreu and Josefa Beltrán, who oversaw the Consell Superior d'Avaluació's work.
