Rapporteur **Enrique Arnaldo**, who met with magistrates María Luisa Balaguer and Ramón Sáez on Monday, considers **Ángel Gabilondo**'s appeal premature. The Ombudsman argues the link between being Spanish and voting is indissoluble, citing fundamental rights issues. Due to the nature and entity of the case, the matter will now be decided by the Plenary, presided over by **Cándido Conde-Pumpido**.
