Following a Supreme Court order, applicants must now justify their choice of municipality with documentation such as birth certificates, property deeds, or tax receipts. Consular offices may determine a municipality ex officio if evidence remains insufficient.
The Supreme Court previously suspended new registrations due to concerns that a surge in the CERA could compromise electoral transparency. This instruction seeks to define 'ties' more clearly, addressing transparency requests submitted by the People's Party.
