# Spain approves new low emission zone regulations

> The Council of Ministers has passed a royal decree requiring 151 cities to enforce traffic sanctions and meet climate compliance rules.

The Spanish **Council of Ministers** will approve a royal decree on Tuesday, 3 November 2026, to regulate low emission zones (ZBE). Drafted by **Sara Aagesen**'s **Ministry for the Ecological Transition**, the reform modifies Royal Decree 1052/2022 to govern 151 cities.

Under the **Climate Change Law**, municipalities with over 50,000 residents must have active ZBEs. The new rules require councils to enforce state traffic sanctions immediately, avoiding transitional delays, and to document all access control and monitoring systems.

This decree provides legal certainty for traffic restrictions while linking state transport funding to ZBE compliance. Municipalities failing to operate these zones must return **Next Generation funds**, ensuring older, polluting vehicles are effectively restricted.
