Spanish Congress warns on 'ley de nietos' change

The Spanish Congress legal services have issued a report warning that an amendment by Sumar to modify the 'ley de nietos' could be unconstitutional. The proposal, aimed at expanding Spanish nationality criteria, was attached to an unrelated educational bill.

Legal experts described the amendment as incongruent with the educational law's purpose, noting a lack of justification for its inclusion. The report cites Constitutional Court doctrine requiring a material connection between amendments and legislative initiatives.

The Bureau of the Education Commission must now decide on the amendment, which faces opposition from the PP and Vox. Failure to respect legislative coherence could violate Article 23 of the Constitution, amid Supreme Court rulings on descendant voting rights.
