> Urbagestión proposes ceding a Retiro district property to the EMVS for affordable rental under Madrid City Council's Reviva initiative.

**Urbagestión Desarrollo e Inversión** has proposed incorporating a flat at Calle del Alcalde Sainz de Baranda, 46, into [Madrid City Council](<https://spainnews.co.uk/entity/city-council-of-madrid-q3773976>)'s Reviva program. The firm offered to cede the Retiro district property, purchased for 247,000 euros, to the **EMVS** on 25 September 2026.

The Reviva Plan recovers vacant private housing for affordable rental, with the EMVS managing the property while owners receive monthly rent. Owners can access 45,000 euros in interest-free renovation financing, provided rents are set 15% to 20% below market rates.

Urbagestión confirmed the flat is not for sale, despite purchase enquiries from pianist [James Rhodes](<https://spainnews.co.uk/entity/james-rhodes-pianist-q6142033>). The company stated it previously offered a contract at 50% below market price in 2023. Current resident **Maricarmen Abascal** remains hospitalised following eviction.
