Spain implements new traffic safety regulations

DGT reform introduces stricter rules for personal mobility vehicles and enhanced protection for cyclists and pedestrians across Spain.

Spain's General Traffic Regulations reform takes effect on 1 October 2026, introducing strict rules for vulnerable users. DGT director Pere Navarro oversees changes including a 15-year age limit for personal mobility vehicles and mandatory safety gear.

Motorists must now reduce speed by 20km/h and maintain 1.5 metres when overtaking cyclists. New safety measures also require motorcyclists to wear gloves and closed footwear, while seat belt exemptions for taxi and freight drivers have been abolished.

The reform addresses rising risks, as vulnerable users accounted for 50.8% of 2024 traffic deaths. With 21.1% of the population now aged 65 or over, these measures aim to protect pedestrians and cyclists through stricter lane usage and parking controls.
