The National Security Council has declared the situation in Ceuta a matter of national security following the entry of 80,000 migrants by sea in July. The new command includes the President of Ceuta, Juan Jesús Vivas, and National Intelligence Center officials.
While a 180 million euro recovery plan for Ceuta is under consideration, no economic agreement was reached during Tuesday's meeting. The reform and security measures follow high-level discussions involving Prime Minister and senior ministers.
