Spain's dependency law reform takes effect

New legislation slashes dependency assessment times and increases state funding to eliminate waiting lists for care benefits by 2028.

The reform of the Dependency and Disability laws, promoted by the Ministry of Social Rights, Consumption and 2030 Agenda, enters into force this Friday, 23 October 2026. The legislation remodels the System for Autonomy and Care for Dependency (SAAD).

Key changes include reducing the dependency recognition period from six to three months and allowing automatic disability recognition. The reform introduces personal assistants, telecare as a right, and permits friends or neighbours to act as official carers.

With 236,736 people currently awaiting benefits, Minister has demanded zero waiting lists by 2028. The state will now fund 50% of the SAAD, providing an additional 6,200 million euros to autonomous communities between 2026 and 2027.
