Spain updates road rules to protect pedestrians

New DGT regulations effective from 1 October 2026 grant pedestrians priority at crossings and ban conflicting amber lights for drivers.

has implemented a reform of the General Circulation Regulation, effective from 1 October 2026. Promoted by the and approved via Royal Decree 518/2026, the update formally recognises pedestrians as vulnerable road users and legalises safe school paths.

Under Article 65, drivers must stop at marked zebra crossings or when turning into streets where people are crossing. Crucially, flashing amber lights for vehicles can no longer coincide with green pedestrian lights, and pedestrians now have priority in shared spaces.

Failure to respect pedestrian priority is a serious infraction, carrying a 200-euro fine and a loss of licence points. While pedestrians must use nearby crossings and follow signals, these measures aim to enhance safety for all those sharing the public highway.
