Two housing decree-laws, approved by the Council of Ministers on the Tuesday before 2 October 2026, were rejected. The first failed 178 to 172, while the second fell 184 to 166. Junts per Catalunya, the Partido Popular, and Vox all voted against the measures.
The defeat coincides with protests near Congress by Puerta del Sol campers. As the CCOO union considers mobilization schedules, the rejection of these decrees highlights growing instability for the Sánchez administration and its current legislative agenda.
