Spain approves €13bn airport investment plan

The Spanish government has authorised Aena to invest €13 billion by 2031 to expand major airports and accommodate 358 million passengers.

The Spanish Council of Ministers approved the DORA III airport regulation document on Tuesday, 15 September 2026. This allows Aena to mobilise 13,000 million euros between 2027 and 2031, with 9,991 million euros dedicated to regulated airport investments.

Airport fees will rise by an annual average of 0.33%, roughly three cents per passenger, despite Aena seeking 3.8% and airlines requesting a 4.9% cut. Annual regulated investment will jump from 450 million euros to nearly 2,000 million euros by 2031.

Funding comes from Aena's income rather than state budgets to support a projected 358 million passengers by 2031. Major allocations include 4,477 million euros for Madrid-Barajas and 1,765 million for Barcelona-El Prat to enhance security and terminals.
