Spain approves mandatory lobbyist registry

The Spanish government has established a public registry for interest groups to monitor influence on national policy and public officials.

The Spanish Council of Ministers approved a royal decree-law on Tuesday to establish a mandatory public registry of interest groups. Managed by the Council for Transparency and Good Governance, the measure takes effect upon its publication in the BOE.

The registry covers individuals and entities attempting to influence public officials or policy design. It incorporates amendments from the Lobby Law Project, building on the 2020 Code of Conduct which requires deputies to publish their institutional agendas.

Congress must now validate the decree within 30 days. Government spokesperson Elma Saiz and Minister Óscar López oversaw the move, which aims to formalise the monitoring of all direct or indirect communications intended to affect national regulatory development.
