Valencia Police start issuing cleaning fines

New municipal regulations targeting littering and public waste disposal come into full effect with penalties reaching up to 3,000 euros.

The Valencia Local Police will begin issuing fines for cleaning ordinance violations on Tuesday, 13 October 2026. Approved by the municipal plenary without opposition, the new regulations entered into force on 15 June 2026 to regulate public space maintenance.

Sanctions for abandoning scattered trash or household waste bags in litter bins range from 1,500 to 3,000 euros. Smaller offences, including throwing cigarette butts, gum, or failing to clean pet waste, carry fines of up to 1,500 euros under the new rules.

Delegate Councilor Carlos Mundina oversees the measures as the city council increases its cleaning budget by 11%. Serious violations, such as spitting, urinating, or graffiti on heritage-protected elements, now attract penalties reaching 3,000 euros.
