State-owned housing company Casa 47 has launched its first 638 affordable rental apartments, though the figure sits 20% below the 800 homes initially promised by President Pedro Sánchez. The Rental Observatory now claims these units violate the Housing Law.
The Housing Law mandates that rent and expenses must not exceed 30% of household income. However, the Observatory estimates that including utilities like water and electricity raises the effort rate to 35%, with one Gijón property reaching nearly 40%.
Further criticisms highlight that Casa 47's portal fails to identify Stressed Residential Market Zones or provide mandatory energy efficiency labels. The Observatory, linked to Rey Juan Carlos University, warns these omissions breach current regulations.
